Tokat Gaziosmanpaşa University Quality Coordination Office aims to advance the quality and institutional culture established throughout our university through the "Roadmap for Turkish Higher Education Towards 2030" developed by the Council of Higher Education (YÖK). Our existing quality assurance system is designed to enhance our university's global competitiveness by leveraging this new vision as a strategic lever.
Driven by the dynamism of the 2030 vision, our Coordination Office fulfills its legal responsibilities within the framework of the Higher Education Quality Assurance legislation, while placing the following strategic areas at the heart of its quality processes in line with YÖK 2030 goals:
Quality-Oriented Process Management and Leadership constitute the cornerstone of our university's sustainable success and academic reputation. Ensuring institutional integrity, raising educational standards, and achieving international accreditation goals are only possible through a robust quality assurance system embraced by all units. While increasing our institutional resilience by aiming for excellence in operational processes, this vision also prepares the data-driven management infrastructure necessary for our next strategic step: digital transformation.
The Digital Transformation and Data-Driven Management strategic area is indispensable for a modern university to optimize its resources and base its strategic decisions on evidence-based foundations. This transformation, which increases transparency and efficiency in all fields—from education and research to administrative processes and stakeholder communication—is not merely a technological renewal, but a strategic move that strengthens our university's agility and adaptability. These digital competencies are key to monitoring our environmental impact and achieving our sustainability goals by optimizing resource utilization. This process, which focuses on reducing the carbon footprint and improving resource efficiency, guides our university's research agenda in areas such as green technologies and the twin transition. These sustainability steps enhance our university's social contribution and create fertile ground for social innovation-oriented ideas that will nourish our entrepreneurship ecosystem.
The Entrepreneurial and Innovative University Identity strategic area represents a dynamic ecosystem that directly contributes to regional and national development by disseminating the knowledge we produce. This structure, integrating industry collaborations and international networks, transforms our university from being just a knowledge production center into a value center that converts scientific outputs into tangible social benefits. A strong entrepreneurial ecosystem makes these achievements visible by increasing research and publication impact and directly contributes to the institution's national and international reputation.
The National and International Reputation and Visibility strategic area plays a decisive role across all areas, from our ability to attract qualified researchers to our access to prestigious funding. Institutional reputation is a strategic asset built through effective communication of our academic achievements to all stakeholders. These academic successes, combined with a deliberate visibility strategy, reinforce our commitment to sustainable development and transform our university into a globally preferred and recognized institution of education and research.
Our university has established specialized strategic working groups to achieve the goals of YÖK 2030. These groups define the roadmap for a university structure that adapts rapidly to global changes, makes evidence-based decisions, and places social benefit at its core.
Our working groups operate in critical areas, including digital transformation, quality assurance, green university and sustainability, entrepreneurship and industry collaboration, and internationalization. Each group, in coordination with relevant units, monitors performance through concrete indicators and contributes to the production of policies that will strengthen our university's standing in national and international rankings.

Tokat Gaziosmanpaşa University is undertaking a comprehensive strategic transformation to achieve quality, digitalization, and global competitiveness within the scope of the YÖK 2030 vision. Here are the milestones of this journey:
📑 Stages and Strategic Meetings
October 6, 2025 – Initiation of the Process and Vision Setting. The preparations for our university's action plan within the framework of the YÖK 2030 vision were officially launched. At this stage, key strategic areas were defined to create a roadmap aligned with global standards.
October 28, 2025 – Formation of Sub-Commissions and Task Allocation. Specialized sub-commissions were established within our university in areas such as Digital Transformation, Quality and Leadership, Entrepreneurship, and Institutional Reputation. A common language was established by sharing YÖK 2030 guidance documents with all departments.
November 3-4, 2025 – Initial Commission Meetings and Operational Launch. The process moved to an operational level with the first meetings held at the Rectorate.

December 11, 2025 – Entrepreneurial and Innovative University Working Group Evaluation Meeting. At the meeting, with the active participation of core units, measurable monitoring criteria and concrete performance indicators were agreed for priority areas, including participation in global academic networks and industry collaborations. In this process, R&D projects with high commercialization potential and social-benefit-oriented initiatives were identified as the key success factors on our university’s path to achieving the 2030 goals.

January 8, 2026 / January 14, 2026 – Digital Transformation and Data-Driven Management Working Group Evaluation Meeting. At the meeting held at the Faculty of Education, it was decided to increase the capacity of the digital monitoring ecosystem to ensure that digital maturity and sustainability goals are carried out on a transparent, measurable, and auditable basis. Concrete performance indicators and strategic monitoring criteria were established to track complex steps, including the integration of VR, AR, and blockchain technologies, as well as the energy-waste cycle. Accordingly, reducing the carbon footprint and encouraging technological transformation were incorporated into the evaluation framework within the context of R&D and project culture.

January 19, 2026 – National and International Reputation and Visibility Working Group Evaluation Meeting. During the National and International Reputation Working Group meeting at the Faculty of Education, strategic action steps and monitoring criteria were established to elevate academic outputs and global prestige. In this context, concrete performance indicators were established to track web visibility, expand digital alumni networks, and increase employer interaction through models such as "Sector on Campus." The process was recorded with a management discipline aimed at raising our university's international recognition through data-driven methods.

February 10, 2026 – Launch of the Quality Coordination Office YÖK 2030 Web Page. The YÖK 2030 web page, launched by the Quality Coordination Office, provides a single digital platform for our university's strategic transformation journey, action plans, and performance data. The page aims to provide all stakeholders with transparent access to current announcements, commission reports, and real-time indicators representing data-driven management processes.
